The year started out well. IGRA continued to expand. The Oregon Gay Rodeo Association and the Cowboy State Rodeo Association from Wyoming were seated at convention.

A lot of people don't know that that year Phil Ragsdale (aka Sally Slammer) was elected EMPRESS XIII of the Silver Dollar Court. He is listed as a member of Silver State that year. He also received the IGRA President's award at IGRA Convention for his contributions to gay rodeo.

There were 6 rodeos scheduled that year plus Finals in Reno. All of them happened but one.
